Governor, CM greet people on Mopin

ITANAGAR, Apr 4: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have extended sincere greetings to people of the state on the festive occasion of Mopin.

The Governor wished that the festivity will usher-in peace and prosperity in the state.

In his message, the Governor said that Mopin is the socio-religious agricultural festival of the Galo tribe of Arunachal Pradesh. It is observed to invoke the blessings of the supreme divine power symbolizing the bounteous Goddess Ane Mopin, the Goddess of prosperity for bumper harvest, communal harmony and good health for all.

Showcasing an amazing array of ritualistic and cultural activities along with Popir, he expressed hope that it goes a long way in preserving and promoting the age-old heritage.

On this auspicious occasion, I offer my prayers to Almighty Donyi-Polo and Ane Mopin to bless each one of us with their choicest blessings, the Governor further said in his message.

Chief Minister Nabam Tuki  while extending wishes to the people on the joyous occasion of Mopin festival,  expressed hope that invocation of the Mopin Goddess would successfully drive away the cursed shadow of any devastating natural calamity so that people can lead their lives peacefully and prosperously.

He called upon all, irrespective of tribe and religious belief, to join the Galo community in celebration of the festival and strengthen the bond of communal harmony and brotherhood.

“White is the symbol of Mopin, which is the symbol of peace. Let this Mopin bring in peace and prosperity in the state,” the Chief Minister added.

 

Asiatic bear cub rescued

ITANAGAR, Apr 4: A male Asiatic black bear cub of about one and half month old was rescued from Elephant Flat area by officials of Tippi Wildlife Range office, informed Forest Range Officer (WL), Tippi.

It seems the bear cub had strayed from mother and was found abandoned in nearby forest area by a local villager.

The rescued animal has been handed over to Centre for Bear Rehabilitation and Conservation (CBRC), Seijosa for further care and rehabilitation.

As per the bear rehabilitation protocol, the cub will be hand raised at CBRC and later released back to the wild.

 

ASYF demands action

ITANAGAR, Apr 4: The All Sagalee Youth Federation (ASYF) has urged  the  Sagalee ADC to  take action against Sushee Infra Pvt. Ltd for allegedly damaging public properties  while  constructing the Trans Arunachal Highway.

In a complaint letter to the Sagalee ADC, the ASYF said that  the company is illegally dumping the muddy soil  towards valley sides while carrying out formation cutting of the TAH road between Gotupu village and Sagalee town. Dumping of soil causes huge damage to public properties. It also destroy the natural beauty of the valley, the  Federation said  and condemned the alleged illegal act of the  company.

Claiming that some villagers have been arrested for registering protest against the alleged illegal act of the  company, the Federation  demanded release of those arrested persons and adequate compensation for the  persons who lost their properties due to illegal dumping of soil.

 

MLA launches garbage lifting vehicles in Daporijo

DAPORIJO, Apr 4: Local MLA Dikto Yekar today flagged off two Tippers of UD and Housing department to be engaged for lifting garbage.

While flagging of the two Tata Tippers, the MLA urged the UD department for proper use of the vehicles which will help the department in keeping the township neat and clean.

He opined that the Daporijo Township is gradually wearing a better and cleaner look than earlier with regular conduction of cleanliness drive.

Besides disposing garbage of the market areas the vehicles will also used for lifting waste materials of every colony, said Deputy Director, UD and Housing, Halli Welly. He appealed to both the colony and market area dwellers to cooperate with the Department in maintaining cleanliness.

Both the vehicles have been procured under Solid Waste Management Project under 10 percent lump sum provision for NE region.

Deputy commissioner Komkar Dulom, Zilla Parishad Chairperson, Sushil Nalo, SP Taru Gusar, DPO Shamee Timba and other HODs were present on the occasion.

 

Pen down strike called off

ITANAGAR, Apr 4: The NRHM- Programme Management Staff Association Arunachal Pradesh (NHM-PMSAA) has called off its proposed pen down strike from April 6, according to an NHM-PMSAA release.

The decision to call off the strike was taken in a coordination meeting of all contractual staff working under National Health Mission (Technical & Programme Management), Arunachal Pradesh today after the state NHM authorities assured to look into their demands of restructuring of staff salary and leave entitlement in the next NPCC meeting.

The representatives from NHM-PMSAA and Additional Mission Director (AMD), National Health Mission on behalf of Secretary Health &FW and Mission Director (NHM) on Thursday held at in his office chamber wherein the concern authorities had reportedly assured to look into the matter personally in the coming NPCC meeting, the release added.

 

Gamlin inaugurates a Community Dere

AALO, Apr 4: A double storied Community Dere at PI Colony Aalo was inaugurated by MLA Jarkar Gamlin on April 3 in presence of DACO Tapun Taki, former Minister Dibang Tatak, senior citizens and public.

The Dere is constructed under SPA with all facilities like drainage system, boundary wall and other protective measures.

Meanwhile, responding to an appeal, Gamlin assured that the water scarcity of the colony would be taken up only in or after consultation with the concerned MLA of Aalo West. DIPRO

 

Colony road inaugurated

ITANAGAR, Apr 4: Daporijo MLA and APEDA Chairman, Dikto Yekar on Thursday inaugurated the Sinyik colony road constructed under SPA fund. On the same occasion, the colony earlier known as Dillidi was renamed as Sinyik Colony located at right bank of Sicin River in Upper Subansiri district which was declared by Deputy Commissioner Komkar Dulom.

Responding to a two-point memorandum submitted by Colony secretary general, Nupor Dupit for construction of road from Ledu colony via SE office, WRD to Sinyik colony and flood protection measures to protect the colony from flash flood of Sigin river, the MLA assured to look in to the matter on priority. He also said that provision of safe drinking water to the colony dwellers was one of his top priority agendas. He, however, requested the residents to spare atleast one meter land from their occupied or allotted land for construction of proper drainage system.

Addressing the public on the occasion, the Deputy Commissioner has appealed to the residents of the colony to cooperate with the district administration in maintaining law and order to ensure to ensure peace. At the same time, he requested the colony dwellers to see that their domestic animals, like pigs, goats etc. do not go astray, make public nuisance and destroy the drainage system.

Society demands arrest of culprits

NAGAR, Apr 4: All Taksing Tagru Welfare Society (ATTWS) has strongly appealed to the authorities concerned to take up the case of death of a 10 year old student of Govt. M.E. School, ESS-Sector Itanagar, who was found dead in a mysterious condition in the school compound on March 30 around 8.30 am.

Expressing grief and shock over the death of the Class 1 student, the ATTWS informed quoting the post mortem report that the boy died of strangulation with rope and hammering on his head.

The Society appealed to the law enforcing authority to conduct a thorough investigation into the case and arrest the culprits involved in the heinous crime at the earliest.

Expressing serious concern over increasing incidents of crime in Capital city despite the claims of police adequate security measures, it urged the state government, particularly Home department, to ensure safety and security of every people in the state.

ITANAGAR, Apr 4: The Kabak Kampu FC and Manipuri Welfare Society of Arunachal Pradesh (MWSAP) FC score one goal each and the match  finished in a draw on the sixth day of the 2nd Second Edition of Satam Pogiong Memorial Football Tournament  for 7 Seven Tiger (Running Trophy) 2015  played at IG park playground  here today. Michi Bhai scored lonely goal for Kabak Kampu FC,while Max scored a goal for Manipuri Welfare Society of AP FC.

The second match of the day played between Satam Kame FC(A) group and Buddies FC in which the  both the team scores 2 goal each. Yukar Takar and Biri Mark scored one goal each for Satam Kame FC and Kanu Rai and Suresh Pordung scored one goal each for Buddies FC.

CM reviews security arrangement in Tirap, appeals Centre to resolve insurgency issue

ITANAGAR, Apr 4: Chief Minister Nabam Tuki today made a fervent appeal to the Central Government to resolve the issue of insurgency once and for all.

While reviewing the security arrangements and law and order situation in Tirap district following the killing of three Army jawans and injuring several others in an ambush by suspected militants, the Chief Minister said “Unless the core issue of insurgency is resolved permanently, such incidents may recur. The common people, security personnel, the administration and the state government will be always be at the receiving end. The Central Government needs to act fast.”

The Chief Minister also directed strict vigil and round the clock surveillance in the district to maintain peace and security of the people. He ordered the DIG (East) to station in the district to personally monitor the situation. Further, he requested his cabinet colleagues from the area Wanglin Lowangdong and Thangam Wangham to take stock of the situation and do the needful.

Taking cognizance of the spontaneous reaction of the people against the killing, the Chief Minister appealed for peace and support to the administration and the security agencies to deal with the situation.

While condemning the incident in strongest term, the Chief Minister said such inhuman acts will not be tolerated by the people of this peaceful state.

Tuki also expressed deepest condolences to the respective units and families of the martyrs and said the state and its people share the pain of the irreparable loss.

“We salute the brave Jawans who made the supreme sacrifice while on duty to provide security to the common people. Their sacrifice will not go in vain and people of Arunachal Pradesh and the country will always remember them,” he said.

 

 

Govt denies financial mismanagement, terms allegations misleading

ITANAGAR, Apr 4: Arunachal Pradesh Government today said that the allegation of financial mismanagement leveled by expelled MLA Kalikho Pul is misleading.

Addressing the press persons at CM’s conference hall here, Government Spokesperson, Bamang Felix said “It is financial constraint and a common phenomenon in every progressive state of the country.”  “How can the government resort to financial mismanagement when the state budget is audited by the CAG and recommended to the state Assembly where Public Account Committee (PAC) examines it and the House passes it”, Felix questioned.

The Govt spokesperson further clarified that the State government is not facing a deficit of Rs 6000 crore as alleged. However, he admitted an accumulated deficit of Rs 4486.74 crore in the past 10 years.

"The deficit has increased to Rs 4486.74 crore till March 2015 from Rs 146.47 crore in 2005-2006," the government spokesman said.

The State Government is facing financial constraints mainly due to substantial increase in the salary sector. The grants given by 13th Finance Commission on salary and pension was not sufficient to meet up all requirements of salaries and pensions, he said. There was substantial increase in the state's salary component after recruitments of 18,863 employees in the past 10 years, he said.

“The amount received as upfront and processing fee was used for implementation of the 6th Pay Commission including payment of arrears during 2009-10 and 2010-11. After that the receipt of upfront and processing fee from hydropower developers was almost meager. However, salary as per the 6th Pay Commission are being paid regularly and this is the prime cause of present financial constraints,” Felix said.  Claiming that many of the Special Category states in the country in the present context are not able to pay salaries to their employees, the Govt spokesperson, said “we have regularly disbursed salaries, pensions and other emoluments to our employees.” This negates the allegation of financial emergency in the state, he said.

Informing that the state Govt have been able to receive major portion of the TFC grants under Panchayati Raj during March 2015, Felix said  submissions of Utilization Certificates by concerned departments is being strictly monitored.

Responding to the allegation of Pul that Rs 864 crore GPF and Rs 97 crore New Pension System money has been utilized by government and they have not been able to return the money, Felix said “there is no ban on withdrawal of GPF Advance, non-refundable GPF withdrawal by state govt employees”. Regarding the new pension scheme, the Govt clarified that the state government has adopted the scheme w.e.f 1st January, 2008 and all accounts are being maintained properly.

Felix further said that the financial year 2014-15 was closed on 31st March as routine. The issuance of cheques by work departments were closed on March 24th to avoid rush in the last part of the financial year ending. This is a common practice and has been done in the past, he added. He said the cheque validity was extended till April 30 to avoid last moment rush and smooth transaction of government exchequer. The method was adopted during previous years also, he said adding it is for the convenience of the contractors.

Regarding misuse of CSS funds, the Govt spokesperson said, if any written complaint is received, the Government shall recommend for SIC probe into the allegations.

Responding to the query of the media persons, Felix said NHM is a central Govt scheme and diversion of NHM fund is not possible.

 

 

BJP demands imposition of financial emergency

ITANAGAR, Apr 4: Saying that it had nothing to do with the internal matters of the ruling Congress Government and its legislators in the state, the Bharatiya Janata Party (BJP) Arunachal Pradesh unit, however, expressed shock and dismay over the alleged financial mismanagement as disclosed by a former minister and Hayuliang MLA Kaliko Pul.

Although Votes of Account was passed in the recently concluded State Assembly, the ruling Congress Government has been unable to pay any single bill in the March closing, the party said in a release and expressed grave concern over the reported financial crisis faced by the Government.

Even the GPF of the State government employees have not been spared and their hard earned savings had been mismanaged and illegally withdrawn and siphoned off, the party alleged.

Several funds under SPA, ACA, & TFC etc were blatantly misused by the ruling Congress at the cost of the state exchequer and its people, the party said quoting the former state finance minister as saying.

The State BJP demanded for immediate imposition of financial emergency in the state and launch of independent investigation agency to investigate into the alleged huge financial mismanagement by the ruling Congress Government under the Chief Minister.

“No one should be spared; if anyone found indulging in the financial mismanagement,” the party demanded.

 

 

Sensitization of railway police personnel on Tourism

ITANAGAR Apr 4: Continuing its efforts to educate the masses on importance of tourism in the state, Department of Tourism today organized a workshop for sensitization of railway police personnel on tourism at Naharlagun Railway Station.

Around 100 officials including from Government Railway Police (GRP) deputed at Naharlagun and Gumto railway stations, Railway Protection Force (RPF), and officials of Naharlagun and Gumto Tourist ILP Facilitation Centres attended the day long programme.

In her keynote address, Tourism assistant director, Bengia Manna Sonam urged the uniform personnel including GRP and RPF to cooperate each while handling tourists and other visitors in the railway stations.

“You are the first person who tackles tourists in the entrance. Your politeness and hospitality is required highly in this endeavour”, she said.

While highlighting on the rich potential of state’s cultural tourism, pilgrimage tourism, adventure tourism, monastic tourism and-eco-tourism, the assistant director said, “We need to improvise ourselves and your cooperation is the need of the hour to make this industry grand success”.

Bengia also briefly highlighted on importance of opening up of home stay facility for tourist in the state to boost rural economy.

“The world has started looking upon Arunachal Pradesh slowly because of coming up of trains. You need to deal upon deliberately and politely to the visitors coming to the state”, emphasized Arunachal Pradesh Tour Operator Association (APTOA) president John Panye.

He further exhorted the police personnel and officials of the tourist ILP facilitation centres to maintain cleanliness and hospitality so that congenial atmosphere could be maintained for the tourist.

The president also emphasized on improvement of the system to facilitate tourists  in the railway stations like streamlining pre-paid car, cafeteria, opening up of handloom and handicraft centre and involvement of locals.

Speaking as a resource person, Rajiv Gandhi Government Polytechnic lecturer Chukhu Mama maintained that safety and security of tourist should be of utmost concern to everyone in the state and every stake holders including Centre, government and other agencies should be involved in this task.

“Safety and security are vital to providing quality in tourism. Therefore, providing quality tourism experiences which incorporate principles of safety and security”, he said.

Mama asked the police personnel to look upon complaints lodged by tourist positively because it is the way of preventing other complaints, adding it is also way of receiving feedback to let them know how they are functioning and opportunity to improve their performance.

Another resource person Arindham Chakraborty, assistant professor Rajiv Gandhi University emphasized on need for creation of tourist police and separate helpline number in order to control undesired harassment and crime against tourist at par with other states like Kerala, Karnataka, Maharashtra etc.

District Tourism Officers, TK Kopak and Rigio Tabam dwelt on length about the importance of issuing ILP and PAP for both domestic and foreign tourists and needs for its strict enforcement. TIOs Milo Mammung and Reichi Lognia also spoke in the function.

 

 

Arunachalees possibly more Indian than Delhiites

Let's turn the tables.

For too long, Delhiites have tested Arunachalees’Indianness. The tests are gruesome: Arunachalees are called “chinky,” and have been subjected to race-based violence (under, presumably, the assumption that India is not or should not be multi-racial). And discrimination against Arunachalees have only been rising, perpetrators seemingly suggesting with ever-greater certitude that Arunachalees do not belong in the national capital, and by extension in the country.

How about we turn the test, testing the testers? With a milder test, to be sure: a challenge of knowledge, comprising questions not pejoratives, ending with question marks not strangle marks. How about we quiz these people (mostly Delhiites, but also Mumbaikars, Bangaloreans, and others)—assertive of their Indianness, dismissive of Arunachalees’—to see how much they know about Arunachal Pradesh; to attempt a diagnosis for their acts of discrimination; and, ultimately, to see how Indian they are?

So what follows is a quiz (with answers at the end).

1. What is the most commonly spoken language in Arunachal? (Hint: It's not Chinese.)

2. What is the capital of Arunachal?

3. What is the document every non-Arunachalee entering the state must carry?

4. What are the former names for Arunachal?

5. Did separation of powers occur in Arunachal 41 years ago, 21 years ago, or 1 year ago?

6. The Arunachal Pradesh government recognizes which system of law alongside Common Law?

7. What is the main traditional faith of the people of Arunachal?

If you are struggling, let me make an admission. Until four months ago I, too, at best knew answers to two out of these seven questions. I was embarrassed, ashamed at how out of depth I was about an entire state even though I had very much grown up in India.

But after reporting in Arunachal for four months now, and occasionally, during this time, traveling to other parts of the country, I have found that ignorance about the state is pervasive. It’s as if Arunachal Pradesh doesn't exist! When, over conversations, I would mention I had been working in Arunachal, my interlocutors would be befuddled; they would paddle questionsat me such as: “Do a lot of Chinese people live in Arunachal?” No. “Is Arunachal Pradesh a state, or is it part of the Northeast?” It’s both, actually. “Who is the chief minister of the Northeast?” Uhh. “What's the capital of Arunachal? Is it Guwahati?” Guwahati is in Assam.

Cluelessness about Arunachal is likely a key cause behind the discrimination against Arunachalees. People tend, inherently, to be suspicious of people they don't know, or don't identify with. What makes goons distinctive is that they exploit such a dynamic, and discriminate—subtly and explicitly, even violently. Nido Tania, son of an Arunachal Pradesh Member of Legislative Assembly, has been the most notable victim of such violence. Tania was assaulted in Delhi's Lajpat Nagar market on January 29, 2014, in part because of his appearance; he bore the Mongoloid features characteristic of people from India’s Northeast, and had his hair streaked. He died the next day.

So to Delhiites so fond of questioning others’Indianness: Ask yourself, How much do I know about this country, especially of its founding ideal that we are an emphatically diverse polity: comprising people of all sorts of races and all sorts of physical appearances, and that each is as worthy as the other? Do I know the basic, most rudimentary facts about an entire state? And what is revealed about the extent of my Indianness when I let ignorance about a group of Indians slip into discrimination against them?

If the Delhiites in question introspect, they will recognize that the who-is and who-isn’t-an-Indian problem lies not with Arunachalees—who are every bit Indian and have every right to the national capital—but with their own selves. Perhaps—gasp!—it is the goons of Delhi who are not Indian.

APPDSU stages rally demanding Taloh’s ouster

ITANAGAR, Apr 4: The alleged ‘10 percent commission fixation’ case involving the Education Department over the construction of Doimukh College last week reached the Rajbhawan today.

Alleging involvement of Education Minister Tapang Taloh, All Papum Pare District Students’ Union (APPDSU) today staged a protest rally demanding immediate dropping of Taloh from the Cabinet. Hundreds of people both students and youth took part in the protest rally which started from Akashdeep in Ganga and culminated at Tennis Court Indira Gandhi Park here.

It is being claimed that, Taloh’s alleged involvement in the scandal emerged out recently with an audio CD of the purported voice record transpiring between Taloh’s OSD Dr Rajan and the contractor, accusing Taloh of demanding 10 percent commission through his OSD from the contractors in lieu of sanctioned contract works of Govt College, Doimukh. However, Taloh had shrugged off the allegations as baseless and concocted, and denied his involvement in a press statement given on March 29, 2015.

The angry protestors holding placards and banners shouted slogans, “Tapang Taloh Chor hai!, Stop corruption!”. They also strongly demanded the govt to immediately hand over the case to the SIT for impartial inquiry and immediate stoppage of the 10 percent commission system in the state.

APPDSU also demanded the police to arrest other accused who were the mastermind of the scandal including OSD to the Education Minister. Expressing resentment over the police inactivity on the case, APPDSU stated that other accused are roaming free and the police is yet to arrest them despite lodging of FIR.

Earlier, four persons namely Dubi Ete Lollen, Bimpi Riddi, Tori Gadi and Tame Aking were arrested by the police for allegedly demanding money from Tana Pekhi Tara of Doimukh in connection with the sanctioned amount of Rs 12.5 Crore against establishment of Govt. College at Doimukh. However, the Education Department had clarified that Rs 12.5 crore is incorrect amount and only an amount of Rs. 2.00 crore for the proposed construction of Govt. College of Doimukh stands sanctioned.

The APPDSU executive members later submitted a copy of memorandum to the Governor and the Chief Secretary demanding dropping of Tapang Taloh from the cabinet, handing over of the case to SIT for impartial inquiry, initiate action against Tapang Taloh and Dr. Apurva Rajan (OSD) and award exemplary punishment to the culprits involved in the scandal.

Meanwhile in Boleng, Pangin Boleng Students’ Union organized a protest march on Saturday demanding Education Minister Tapang Talho’s ouster from the State Cabinet for his alleged corrupt practice.

The rally was jointly organized by Pangin-Boleng Student Union and public of Pangin-Boleng which started from IB Boleng and ended at the General Ground. They also burnt Taloh's effigy amid slogans against the minister's alleged illegal practices.

The was in support of All Papum pare District Students’ Union’s ongoing demand for dropping Taloh from the ministry for his alleged corrupt practices, said Taki Mize, President, Pangin Boleng Students’ Union.

 

 

Vodafone launches its telecom service in Daporijo

DAPORIJO, Apr 4: Vodafone has launched its telecom service here today.

Inaugurating the service, local MLA Dikto Yekar assured the officials of mobile service providers all possible help and cooperation and in providing better telecom service to the consumer. While praising Vodafone India for extending its telecom services to Daporijo, the MLA appealed to the public to cooperate with mobile service provider. The MLA also narrated that the various hurdles faced by him and the Vodafone India in bringing the India’s one of the best mobile service providers to Daporijo.

Deputy Commissioner Komkar Dulom hoped that introduction of telecom service by Vodafone will not provide the consumers better telecommunication facilities but also generate employment opportunities for the unemployed youths. The DC also assured his support to Vodafone in providing better telecom service in the area. He also acknowledged the contribution and efforts of the local MLA in bringing Vodafone telecom service to Daporijo.

Terming it as a memorable day for the people of Daporijo, SP Taru Gusar asked every retailer to collect all necessary documents and photographs of the consumers while applying for a new SIM card to prevent its misuse and avoid any kind of illegal activities.

 

 

Wangham appeals for negotiation and to avoid violence

KHONSA, Apr 4: Minister for Civil Aviation, Supply and Transport, Thangwang Wangham has appealed to the organisation involved in the killing to give up violence and come to the negotiation table.

Wangham made this appeal today while visiting Khonsa to take stock of the law and order situation in Tirap district in the aftermath of the killing of 3 Rajput Regiment jawans in an ambush on 2nd April. The minister who was deputed by the Chief Minister to visit the district went to the scene of the unfortunate incident and met the people there.

Later, while interacting with the Tirap Deputy Commissioner and Superintendent of Police at Khonsa, Wangham opined that peace was a pre-requisite for development and that violence only bred violence, bringing no tangible and lasting solution. He said that history was evident wherein those who believed in violence and turmoil perished while those who practised peace and tranquillity flourished.

The DC and SP apprised Wangham on the steps being initiated to bring normalcy and improve the law and order scenario in the district. They requested the Minister to press on the state government to take necessary steps for improvement of infrastructures like Police stations, staff quarters, road connectivity and remove the bottlenecks that are hampering the smooth functioning of the district Police.
